Residents revisited this question at the Jan. 31 Ivanhoe Community Council <\/span><a href=\"https:\/\/www.facebook.com\/events\/644982114297922\/?ref=newsfeed\"><span style=\"font-weight: 400;\">meeting<\/span><\/a><span style=\"font-weight: 400;\">, echoing concerns that have been raised for years about Ivanhoe\u2019s lack of green spaces \u2013 especially with facilities for children.\u00a0<\/span><\/p>\n<p><!--more--><\/p>\n<p><span style=\"font-weight: 400;\">The need for a park was identified in the <\/span><a href=\"https:\/\/tularecounty.ca.gov\/rma\/planning-building\/community-plans\/draft-community-plans\/ivanhoe-community-plan-2019-update\/\"><span style=\"font-weight: 400;\">Ivanhoe Community Plan 2019 Update<\/span><\/a><span style=\"font-weight: 400;\">. The plan notes that the only somewhat-public green space is the Boys &amp; Girls Club sports field, but that the southern part of Ivanhoe has no facilities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Blanca Escobedo, a former policy advocate with Leadership Counsel for Justice &amp; Accountability, explained that a <\/span><a href=\"https:\/\/theivanhoesol.com\/2020\/10\/plans-for-ivanhoe-park-face-obstacles-some-options-remain\/\"><span style=\"font-weight: 400;\">county-supported effort<\/span><\/a><span style=\"font-weight: 400;\"> to develop a park in Ivanhoe stalled in 2020. Escobedo said that an application to at least one state grant program was put on hold because the project wasn\u2019t \u201cshovel ready\u201d \u2013 no suitable, available piece of land could be identified.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Elsewhere in the county, the story of Earlimart Neighborhood Park shows how an unincorporated community could pursue a new park. The roughly 4-acre green space with a playground, picnic facilities and BBQ pits was formerly an empty lot next to Earlimart Elementary School. The school district worked with the Tulare County Resource Management Agency to win a <\/span><a href=\"https:\/\/www.parksforcalifornia.org\/project\/1485\/\"><span style=\"font-weight: 400;\">$2.15 million grant<\/span><\/a><span style=\"font-weight: 400;\"> from <\/span><span style=\"font-weight: 400;\">California Department of Parks and Recreation\u2019s<\/span><span style=\"font-weight: 400;\"> Prop. 84 funds in 2011. The project was completed in 2017. The Sun-Gazette <\/span><a href=\"https:\/\/thesungazette.com\/article\/news\/2019\/04\/17\/neighborhood-park-project-earns-excellence-in-earlimart\/\"><span style=\"font-weight: 400;\">reported<\/span><\/a><span style=\"font-weight: 400;\"> that planning and construction took eight years, with the county contributing an additional $500,000 and the school district $115,000.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tulare County <\/span><a href=\"https:\/\/ephtracking.cdc.gov\/DataExplorer\/?query=8687f6b3-551d-4051-b83f-bacc45909e7f\"><span style=\"font-weight: 400;\">ranks<\/span><\/a><span style=\"font-weight: 400;\"> last in the state when it comes to park access for its residents. According to the CDC, just 12 percent of people live within one-half mile of a park. But there are efforts to change that. In 2021, the county was <\/span><a href=\"https:\/\/www.visaliatimesdelta.com\/story\/news\/2021\/12\/13\/state-awards-24-million-new-parks-visalia-woodlake-porterville\/6444780001\/\"><span style=\"font-weight: 400;\">awarded<\/span><\/a><span style=\"font-weight: 400;\"> almost $25 million in state Prop. 68 funds to build three new parks in Visalia, Porterville and Woodlake \u2013 adding to the county\u2019s existing 11 parks. In 2022, the county <\/span><a href=\"https:\/\/www.visaliatimesdelta.com\/story\/news\/2022\/05\/23\/tulare-county-invest-park-system-neighborhoods-struggle-access\/9795954002\/\"><span style=\"font-weight: 400;\">allocated<\/span><\/a><span style=\"font-weight: 400;\"> $8 million in American Rescue Plan Act dollars to upgrade existing facilities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Escobedo encouraged residents to keep looking for sites and communicating with county staff about possible funding. \u201cPeople in Ivanhoe are going to jump on [the right opportunity] to build their community how they want it.\u201d <\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Olivia Henry, The Ivanhoe Sol IVANHOE, Calif. \u2013 Why doesn\u2019t Ivanhoe have its own public park?
