Newsom expanded the drought emergency to nine more counties, mostly along the Central Coast and in the Bay Area.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As <\/span><a href=\"https:\/\/calmatters.org\/environment\/2021\/05\/unprepared-california-drought-2021-lessons-learned\/\"><span style=\"font-weight: 400;\">extreme drought claims most of the state<\/span><\/a><span style=\"font-weight: 400;\">, California Gov. Gavin Newsom today asked Californians to voluntarily cut their water use by 15%.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The request, Newsom said, applies to businesses and agriculture as well as residents. Meeting the target could save enough water to supply 1.7 million average households for one year, according to state officials.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speaking from windy Lopez Lake in San Luis Obispo County, Newsom stressed that the reductions are voluntary and urged Californians to make common sense cuts like looking for leaks and running full loads of laundry and dishes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNot here as a nanny state. And we\u2019re not trying to be oppressive,\u201d he said. \u201cBut nonetheless, the sober reality is such that here we are again, and we will need to proceed with the lessons learned from the last drought.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Newsom also today expanded drought emergency declarations to nine more counties, including three parched <\/span><a href=\"https:\/\/www.planbayarea.org\/counties\"><span style=\"font-weight: 400;\">Bay Area counties<\/span><\/a><span style=\"font-weight: 400;\"> and several along the <\/span><a href=\"https:\/\/centralcoast-tourism.com\/\"><span style=\"font-weight: 400;\">Central Coast<\/span><\/a><span style=\"font-weight: 400;\">. Fifty counties, home to 42% of the state\u2019s population, are now under drought emergencies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019re celebrating six years of providing free, fair and accessible news that informs Californians and empowers them to engage with their state government. Support our mission with a donation during our birthday month.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The nine new counties with emergency declarations are Inyo, Marin, Mono, Monterey, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, and Santa Cruz. Conditions are not severe enough to include Los Angeles, Orange, Riverside, San Bernardino, San Diego, Imperial, San Francisco and Ventura, all of which have <\/span><a href=\"https:\/\/calmatters.org\/environment\/2021\/06\/california-water-shortage\/\"><span style=\"font-weight: 400;\">sufficient supplies in storage so far<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The emergency declarations will ease environmental and other regulations to speed drought responses, such as purchase of bottled water supplies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the last drought <\/span><a href=\"https:\/\/ascelibrary.org\/doi\/full\/10.1061\/%28ASCE%29WR.1943-5452.0000984\"><span style=\"font-weight: 400;\">from 2012 to 2016<\/span><\/a><span style=\"font-weight: 400;\">, Californians were ordered to cut their water use by an <\/span><a href=\"https:\/\/www.waterboards.ca.gov\/press_room\/press_releases\/2015\/pr050515_water_conservation.pdf\"><span style=\"font-weight: 400;\">average of 25% statewide<\/span><\/a><span style=\"font-weight: 400;\">. Even with the new drought emergency declarations, there is still <\/span><a href=\"https:\/\/calmatters.org\/environment\/2021\/05\/drought-emergency-declared-central-valley-klamath\/\"><span style=\"font-weight: 400;\">no statewide emergency<\/span><\/a><span style=\"font-weight: 400;\"> or mandate to reduce water use.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For now, the statewide requested cuts are voluntary. Standardized water waste rules <\/span><a href=\"https:\/\/www.mercurynews.com\/2021\/05\/10\/hosing-down-the-driveway-watering-the-sidewalk-why-california-has-no-statewide-water-wasting-rules-as-it-heads-into-a-new-drought\/\"><span style=\"font-weight: 400;\">stalled after the last drought<\/span><\/a><span style=\"font-weight: 400;\">, leaving Californians with <\/span><a href=\"https:\/\/calmatters.org\/environment\/2021\/06\/california-water-shortage\/\"><span style=\"font-weight: 400;\">a patchwork of water restrictions<\/span><\/a><span style=\"font-weight: 400;\"> that has some Californians restricting their shower time and others flush with water.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Between 2013 and 2016, Californians on average reduced their residential use by 21% when they were asked to cut back.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bottom of Form<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In April, Californians in residential areas used 14% less water than they did in 2013. But the State Water Resources Control Board warns that water use is ticking up. April was the first month of 2021 when urban suppliers distributed more water than in 2015\u00a0 \u2014 with an estimated 152 billion gallons compared to 149 billion gallons, said Charlotte Ely, conservation supervisor for the water board at a June water board meeting.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHistorically low winter and spring precipitation has resulted in the highest April numbers since 2015,\u201d Ely said. \u201cWe are still well below the 2013 baseline, but the savings between 2013 and (the) present is narrowing.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Newsom and Natural Resources Secretary Wade Crowfoot stressed that while California is no stranger to droughts, climate change is exacerbating conditions. Scorching heat is drying already parched soil and water supplies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Water providers in Santa Clara and Marin counties welcomed Newsom\u2019s decision.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The declaration \u201censures that state agencies are empowered to facilitate critical water transfers and exchanges necessary to continue a reliable water supply for the 2 million people and thousands of Silicon Valley businesses in Santa Clara County,\u201d Tony Estremera, board chair for Valley Water, said in a statement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Jeanne Mariani-Belding, a spokesperson for Marin County\u2019s largest water provider Marin Water, said \u201cthis is a historic drought and it will take all of us working together, and conserving as much water as possible, to get through it.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><i><span style=\"font-weight: 400;\">Rachel Becker is a reporter with a background in scientific research.
